BASTUN joint statement on Social, Democratic, and Defence security in the Baltic Sea Region

The affiliates of the Baltic Sea Trade Union Network (BASTUN), representing millions of workers across the Baltic Sea region, recognise that deepening geopolitical tensions and dynamic socio-economic changes have placed Social, Democratic, and Defence security at the forefront of our common agenda. The Baltic Sea Region is not just a space for cooperation, but an area of notable security concerns in this context, trade unions assume a broader, integrated role beyond the defence of workers' rights, as a core pillar of stability, democratic resilience, and comprehensive security for our citizens and societies.

Trade unions are uniquely positioned within the security architecture of our states.

Our presence in the workplace, ability to mobilise support, and deep understanding of local needs make us essential partners in times of crisis.

We reaffirm that social justice, decent work, and fair wages are essential elements of comprehensive security. Economic inequality and precarious employment undermine the resilience of societies and weaken democratic institutions. Social security is not separate from national defense — it is its foundation.

  • We fully endorse and commit to a broadened definition of security that includes a strong and resilient public and emergency services, civic education, counter-radicalisation, social integration, and the promotion of active citizenship. A secure society is one that is organised, aware of its rights andrisks ahead, and capable of both informational and cultural self-defence against hybrid threats and disinformation.
  • We affirm the role of trade unions as a pillar of social resilience and democracy. We are often the first point of contact for workers experiencing the consequences of crises—be they economic, political, or military—and our experience and knowledge are indispensable for building long-term community and state resilience.
  • We must protect, respect, and actively listen to workers, especially in strategic sectors (including energy, transport, communication healthcare, public finance, and industry). The reliable functioning of the state in emergencies is directly dependent on their well-being and security. We will share best practices on the role of trade unions in crisis situations to strengthen our collective preparedness.

A holistic approach to defence is necessary, encompassing both military and social preparedness. Without an integrated society, strong civic structures, and trust in institutions, no military strategy will be effective.

  • We call for the systematic inclusion of trade unions in all stages of the planning, implementation, and monitoring of social security and crisis management systems in the Baltic Sea States. Trade unions must have a real influence on decision-making processes, not merely be consulted.
  • We insist on treating workers as full and respected participants in defence strategies. National and regional security policies must explicitly include not only military aspects, but also: human rights, citizenship freedoms, access to public services, and equal opportunities.
  • We will actively discuss and promote a view that military spending must be evaluated for its contribution to social resilience and sustainable development, ensuring that defence capacity is built upon a foundation of social cohesion and strong public services.

The future of security in the region depends on strong public services and public institutions, mutual trust, and robust social cohesion.

  • We commit to promoting civic education and social integration as integral security measures. Our trade union work will reinforce the key concepts of the Polish Presidency’s program: the importance of strong public institutions, trust, social cohesion, and educational awareness.
  • We believe that the defence of the region is inseparable from the defence of democratic values and social justice. A society based on decent work, fair wages,social dialogue, and the active participation of social partners is inherently more resistant to external and internal pressures.

The imperative for security must not detract from the fundamental need for economic strength and social equity.

  • We maintain that industrial transition must not occur at the expense of workers. Industrial policy and job protection are a basis for equitable development and economic strength. Trade unions must have a real say in shaping industrial policy at the national, European, and Global levelsto ensure it is competitive, sustainable, and socially responsible.
  • We reject any economic model based on cheap labour, austerity measures, the erosion of workers' rights, and external cost shifting, such as social dumping. We commit to working together to build a modern, stable, and sustainable labour market with the worker at the centre of economic decisions.

BASTUN therefore commits to:

  1. Adopt this common political position on the role of trade unions in social security and defence systems.
  2. Exchange good practices on trade union roles in crisis situations and industrial change.
  3. Advocate for full inclusion in national and regional security planning and management processes.
  4. Strengthen social dialogue to ensure democratic resilience, social cohesion, and the protection of workers, especially in strategic sectors.

We stand ready to work with European institutions, governments, and employers' representatives to build a safe, democratic, and prosperous Baltic Sea region for all.

Together, we affirm that defending democracy, peace, and social justice in the Baltic Sea Region requires both military preparedness and social strength. The unity of our societies depends on decent work, trust, equality, and solidarity across borders. The trade union movement stands ready to act as a bridge between security, democracy, and social stability.
